Dear Editor,

No one can make a law to cease me/you from praying. I was taught and I did teach that anyone can pray anytime, anywhere and only God will hear me/you (See 1 Thessalonians 5:17, 2nd Chronicles  7:14 , 1 Thessalonians 5:16).
